The revised NTS Charging Methodology (in place from 01 October 2020) does not incorporate a mechanism to dis-incentivise inefficient bypass of the NTS. This Modification seeks to introduce a new Conditional Discount to the Charging Framework so that a product to manage potential inefficient bypass will be in place as soon as possible on or after the changes introduced from UNC0678A, which become effective from 01 October 2020.
