0718/A/B/C - Introduction of a Conditional Discount for Avoiding Inefficient Bypass of the NTS

Ofgem’s ‘minded to’ decision in respect of the Modification 0678 suite of Proposals indicated that it is ‘minded to’ approve Modification 0678A. If Modification 0678 or 0678A is approved, the new NTS Charging Methodology will not incorporate a mechanism to disincentivise inefficient bypass of the NTS. This Modification seeks to introduce a new Conditional Discount which would effectively replace the existing mechanism (the NTS Optional Commodity Rate). It is proposed as a modification conditional on Ofgem’s approval of Modification 0678 or 0678A.
